Conclusion of a Memoir

49 kilometers north of Japan, there is a village where all the local residents must live by writing their own memoirs.

Each year, one of the memoirs is elected for an award, accompanied by a ceremony and monetary benefit. Though there is no law or written rule mandating this, the honor comes with obligations: the awardee must set aside 60% of the financial reward from the award, share it with fellow villagers, and then have 48 hours to leave.

The award marks the definitive conclusion of the person's memoir-writing within this village. After that, any villager is allowed, by law, to freely kill this person once found, and claim possessions, up to 40%. There is however a time limit of 7 years.

The 7th awardee returned after 11 years. The entire village recognizes a puzzle: Can this awardee extend his memoir from outside the village?
